The reports of the delegates from the Don, Yekaterinoslav, Tula, Tver (Northern Association) and Moscow committees were read. The minutes of the sixth session were read and approved.
[21] The 13th session was the last to be held in Brussels. Zemlyachka (‘Osipov’) had been arrested and deported, and the congress decided to move to London, where they would not be harassed by the police. There was an interval of five days between the 13th session and the 14th, the first to meet in London.
