l) The main aim of the J.A.C.(M-L) is to unite the Marxist-Leninists on a specific programme of action having a correct political outlook, nationally and internationally.
2) The J.A.C.M-L. seeks to unite all who can be united to this end, i.e., all genuine Communists (organisations and individuals) who honestly support the general line (the 7-point statement of the J.A.C.M-L) of the World Communist Movement as developed by the Communist Party of China and who wish to work for the cause of socialism in Britain.
3) The J.A.C. does not seek to supersede existing organisations but to provide a forum whereby existing organisations (and individuals) may come together on a basis of equality and comradeship and without sectarianism with the express purpose of WORKING TOGETHER in the interests of the people and the objective political situation.
4) The J.A.C. is not a party-building organisation but seeks to make a contribution to creating the conditions for a genuine Communist party to come into being.
5) The J.A.C. will work for the broadest possible unity of Marxist-Leninists and will support and unite with all those who are working to this end.
The J.A.C.M-L. believes that the major lines of demarcation separating the Marxist-Leninists from the revisionists, Trotskyists and all other anti-Marxist political forces are of far greater importance at present than the differences of line amongst Marxist-Leninists and should be emphasised to unite the Marxist-Leninists. Having the interests of the people and the overall political situation in mind the Marxist-Leninists CAN and MUST unite and work together on the basic points of agreement and gradually solve the differences amongst them through the practice of the class struggle.

The programme should include 1) Support, assistance and intention with the workers in their day-to-day struggles against capitalism. 2) Linking all struggles to the questions of state power, revolution and socialism. 3) Opposing Fascism and racism, the offensive of capital. 4) Opposition to Imperialism, support for National Liberation struggles. 5) Opposition to the two super-powers and their war preparations. 6) Opposition to revisionism, Trotskyism etc., etc. all along the line.
We should aim to implement our programme at the grass roots level according to the actual conditions in different places. The methods should generally be determined by the comrades in those places who know the actual conditions best. Some suggestions on as to how the J.A.C. may be able to assist: production of leaflets, stickers, posters, a paper, holding public meetings etc.

1. Rejection of the “peaceful road“ to socialism.
2. Recognition of the need for the dictatorship of the proletariat in the transition to socialism.
3. Recognition of the need for unity of scientific socialism with the struggle for the proletariat.
4. Acknowledgement that we are in the stage of imperialism, i.e., the eve of the proletarian revolution.
5. Recognition of the need for struggle against modern revisionism (i.e. CPGB).
6. Acknowledgement of the People’s Republic of China and the People’s Republic of Albania as socialist countries.
7. Recognition that the main threat to the peace of the world comes first from social imperialism, then from U.S. imperialism.
These points, it was suggested, would form the basis for unity of M-L groups and individuals engaged in concrete work.
