In our paper, “The International Significance of the Restoration of Capitalism”, Hammer and Sickle, vol. 1, no. 3, we stated that:
The principal aspect of a thing determines its character, that is, the dictatorship of the proletariat and its party haw been destroyed. The present Soviet state no longer represents or serves the interests of the working class, but rather defends and reinforces the domination of the Soviet revisionist clique. This clique in turn represents the remnants of the exploiting classes and the labor aristocracy they have fostered. This is precisely what Lenin meant when he said, ’What is restoration? It is the reversion of state power to the political representatives of the old order.’ This is also what Mao means when he says, ’The rise to power of revisionism means the rise to power of the bourgeoisie.’[1]
Although we put this Marxist-Leninist premise forward during a forum on the restoration of capitalism, the opportunist actions of the Black Workers Congress prevented us from reaching clarity with the Communist League on this crucial question. From the standpoint of proletarian internationalism and the struggle against modern revisionism it is imperative that we have a correct line on this issue. Otherwise, we will not be able to adequately expose the role of Soviet social-imperialism and the “C”PUSA, let alone defeat USNA imperialism. It is essential, then, that we now explain our position more thoroughly and deeply. Of necessity we will take issue with and enter into comradely polemics with the Communist League on the question of restoration of capitalism in the USSR.
