After more than eight months of debating and discussing key questions that face Canadian revolutionaries, the Celle Militante Ouvriere (CMO), the Celle Ouvriere Revolutionnaire (COR), and the Mouvement Revolutionnaire des Etudiaiits du Quebec, three Marxist-Leninist groups in Montreal, realized unity on major points of ideological and political line. On the basis of this unity, the three groups were dissolved and organizational unity was achieved with the creation of the Canadian Communist League (Marxist-Leninist).

The CCL (M-L) is a revolutionary organization which bases itself on Marxism-Leninism, Mao Tsetung Thought. Its purpose is to struggle for the founding of a genuine Marxist-Leninist communist party in Canada, the essential arm of the proletariat in its class struggle against the bourgeoisie.

The founding of the CCL(M-L) on the basis of a correct political line represents a significant advance in the development of the Canadian communist movement – a step forward in applying the universal principles of Marxism-Leninism to the concrete conditions of our country and in struggling to combat opportunism and to unite all genuine Marxist-Leninists. The creation of the CCL(M-L) is thus a qualitative leap forward in the struggle to build the party.

The CCL(M-L) has the firm intention of taking up the struggle to build the greatest possible unity of Marxist-Leninists across Canada and struggle to acquire a truly national character. We must break with the dispersion and the localism of the past, which has thus far characterized the new communist movement in our country, and take decisive steps towards the creation of a genuine communist party in Canada.

Such a party cannot be built overnight. The communist movement in Canada is young and inexperienced. The road we will follow is bound to have many twists and turns and we’re bound to make many mistakes along the way. But we must be bold, we must “dare to struggle”, and as communists, take up our responsibilities to construct this party, applying the universal principles of Marxism-Leninism to the concrete conditions of Canada. “Countries want independence, nations want liberation, the people want revolution”. The Canadian people too want revolution. To make revolution, we need a party capable of leading the working class in carrying out its historic mission. We must prepare the conditions to create this party. It is to this task that the CCL(M-L) will devote itself.

It’s with much optimism and enthusiasm that we announce the creation of the CCL(M-L). We are confident that the young communist movement in Canada will develop quickly and with much strength and a new communist party will soon be born.
