Class struggle in Canada is rapidly developing. There is class struggle at the national level against the U.S. imperialist domination of Canada, and there is class struggle against the capitalist system itself. The conditions for revolution are becoming increasingly favourable.
Since the participation of the Communist Party of Canada (Marxist-Leninist) in the Federal Elections, the Party has emerged as the national Party of the proletariat against, on the one hand, the straight-forward capitalist parties (Liberal Party, Progressive Conservative Party and Social Credit Party), and against, on the other hand, the sham socialist parties (the social fascist parties – socialist in words, fascist in deeds – the New Democratic Party and the so-called Communist Party of Canada). This polarisation against the capitalist and social fascist parties is developing trend all across Canada. Increasingly, CPC(M-L), the political party of the proletariat, is being adopted by the working people as their own.
The economic situation in Canada is deteriorating. Inflation, unemployment and rising prices are the main features of the capitalist economic life. According to all predictions, this situation is going to deteriorate further in the coming months and years. Politically, the current in-fighting between various capitalist parties and groups is bound to increase. The capitalists and their allies, the social fascists, have not been able to agree which of their parties will rule the state. Instead, there are four capitalist and social fascist parties occupying seats in Parliament, refusing to provide a majority to any one of the political parties. The capitalist and social fascist political parties are becoming increasingly pessimistic and gloom has overtaken them all. They have nothing to offer to change the situation since they are the cause of all the problems, and mere words and sophistry are no longer acceptable to the Canadian people.
Since the founding of the Communist Party of Canada (Marxist-Leninist), and the release of the Party’s Political Report in March, 1970, the four fundamental contradictions in Canadian society mentioned in that report have been sharpening. The four basic contradictions in Canada are the’following:
1. The main contradiction is between U.S. imperialism and its lackeys in Canada an the vast majority of the Canadian people. This is the leading contradiction and is playing the decisive role in the movement of society forward.
2. The second contradiction is between the Canadian monopoly capitalist class and the working class of Canada. This contradiction, although it is the most basic and fundamental contradiction is expressing itself in the struggle between the imperialists and the Canadian lackeys on the one hand, and the Canadian people on the other. It is the basic task of the proletarians to organise against the U.S. imperialists and their lackeys and to lead that struggle. As the struggle develops and matures, the proletariat will gain experience as well as the support of the masses and this will lead to the defeat of U.S. imperialism; then the contradiction between labour and capital will be the principal one and will become decisive. National struggle against U.S. imperialism is class struggle of the proletariat against the Canadian monopoly capitalist class during the period of preparation for the proletarian revolution.
3.The third contadiction exists between various sections of the monopoly capitalist class aligned to various financial groups and hierarchies abroad. This contradiction is in the enemy camp and will weaken their unity and solidarity against the working class. It is necessarily going to split up the monopoly capitalist class and will be one of the factors which will make it incapable of ruling.
4. The fourth contradiction is amongst the people. It is the contradiction between small producers and the proletarians. It is the contradiction between the influence of the monopoly capitalist class amongst the people and the advanced sections of the proletariat itself. This contradiction will remain throughout the historical period of the dictatorship of the bourgeoisie and the dictatorship of the proletariat.
Contradiction number one is an antagonistic contradiction and will only be resolved through revolutionary war against U.S. imperialism and will lead to anti-imperialist revolution. Contradiction number two is also an antagonistic contradiction and will lead to revolutionary civil war against the monopoly capitalist class. It will lead to proletarian revolution. Contradiction number three is an antagonistic contradiction in the monopoly capitalist class. It will lead to the dismemberment of the class. Contradiction number four is non-antagonistic contradiction, but the monopoly capitalist class, through it agents, will attempt to make it an antagonistic one and attempt to split and divide the people. This contradiction leads to the development of consciousness of unity and solidarity among the people against the rule of the monopoly capitalists, and, instead of dividing the ranks of the people, it leads to the unity of the people.
The popular movements among the working and oppressed people are developing. In Quebec, the national liberation struggle against U.S. imperialism and Anglo-Canadian colonialism is raging. The nations and people of Native Indian, Metis and Inuit origin are developing their struggles for hereditary rights and against the encroachments on their lands by the Federal Government. The working class is becoming increasingly political and is taking part in the political affairs of the country. Panic-stricken by the development of the popular movements, the capitalist and social fascist parties are increasingly depending on their state to attack the people. They are hatching anti-working class legislation on the federal and provincial levels all over the country; they are jailing union leaders and members, they are using their political police the RCMP – to intimidate and attack the fighting sections of the people, especially the political party of the proletariat, the Communist Party of Canada(Marxist-Leninist).
Given the current situation in Canada and abroad, it is the basic task of the Communist Party of Canada(Marxist-Leninist) to take advantage of the excellent revolutionary situation to forge close links with various popular movements and lead some of them. It is the basic responsibility of the Party to lead the actual struggles of the masses in certain key areas sympathise with and support all the struggles of the masses in other areas, and build the Party right amongst the masses. Now is the time to prepare for the anti-imperialist, socialist revolution. Now is the time to establish basic links with the masses. Now is the time to begin actually resisting the onslaught of the monopoly capitalists against the people.
