The Communist Party of Canada (Marxist-Leninist) concluded its Special Congress in victory for the Marxist-Leninist line on May 9th, 1978 in Montreal. The Special Congress opened its proceedings on April 29 and dealt with the following agenda:
1. Political Report submitted to the Congress by Comrade Hardial Bains.
2. Constitution of the Communist Party of Canada (Marxist-Leninist).
3. Political Programme of the Communist Party of Canada (Marxist-Leninist).
4. Election of the Central Committee and the Control Commission.
The work of the Special Congress proceeded in a militant revolutionary atmosphere with Comrade Hardial Bains submitting the Political Report as the first item on the agenda, The Political Report was delivered in the course of several sessions and lively discussion, took place on several points with scores of contributions from the delegates. The Political Report received the enthusiastic approval of all the delegates.
Following this, the Special Congress dealt with the Constitution of the Communist Party of Canada (Marxist-Leninist). The discussion on the Draft Constitution carried on for two days with delegates actively participating and making proposals. The Constitution was adopted with the enthusiastic approval of all the delegates.
The Special Congress also discussed the basic elements of the Political Programme and many delegates took part in the discussion, elaborating on different aspects of the Political Programme.
The Special Congress elected the Central Committee and the Control Commission of the Party. The Special Congress also expelled certain anti-Party elements from the Party and upheld the correct view that in our Party no one can be above the revolutionary discipline of the Party, and it is the Party which is the leader and not some individuals and that all Party members must come under the uniform discipline of the Party. The Special Congress also dealt a hard blow to those elements who attacked the revolutionary cadres of the Party under the hoax of themselves being extremely “loyal” to the Party and its leadership and who were extremely dishonest, degenerating to the extent of lying and withholding information for the purposes of pushing their anti-Party line.
The Special Congress also unanimously passed the resolution that the issue of the leadership of our Party can never be handed over to the reactionary state and that if the reactionary state persists in carrying out the deportation of our leadership, the Party will consider the leadership to be in exile and will take every measure necessary for the work of the Party to continue with the leadership leading from abroad. The Special Congress firmly denounced the reactionary state for its attacks on the leadership of the Party and passed a resolution that the Party will recognize no other leadership except the leadership elected by the Congress of our Party.
The First Plenum of the Central Committee re-elected Comrade Hardial Bains as Chairman of the Communist Party of Canada (Marxist-Leninist) and elected its National Executive Committee.
The Special Congress is another milestone in the work of building the Party on the theoretical foundation of Marxism-Leninism and organized in revolutionary style as the political party of the proletariat of a new type. The Special Congress finished the tasks left over by the Third Congress and further created conditions for the proletarianization and bolshevization of the Party.
The Special Congress received several messages of greetings from the fraternal Marxist-Leninist parties. When the message of greetings was read from the glorious Party of Labour of Albania, all the delegates rose to their feet and shouted slogans hailing the militant friendship between the Party of Labour of Albania and the Communist Party of Canada (Marxist-Leninist) which is developing on the basis of Marxism-Leninism and proletarian internationalism. They also shouted slogans wishing the Party of Labour of Albania and the glorious leader of the PLA, Comrade Enver Hoxha, a long, long life.
