The Communist Party of Belgium (Marxist-Leninist) recently concluded its Second Congress. Among other actions taken by the delegates was a decision to publish the following message of greetings to all Marxist-Leninist parties and organizations throughout the world. We reprint the text in full from our own translation.

The Second Congress of the Communist Party of Belgium (Marxist-Leninist), meeting the 22nd and 23rd of January 1977, sends you revolutionary greetings.

The international communist movement is strong and invincible. Some of its parties already have long and distinguished histories. They have led and are now leading the broad masses of their countries in fierce class struggles–some of them armed struggles.

Some are new parties, rebuilt by fighters who remained faithful to Marxism-Leninism when revisionist subversion penetrated their old parties and destroyed them as parties of the proletariat. But, in this case, according to the objective and subjective conditions, the results are uneven. Some of these parties, already large, are advancing the mass struggle, and in some cases have even formed a people’s army. Some are still small, weak and inexperienced.

But all the Marxist-Leninist parties and organizations are equals. There is no hierarchy among them, and they do not tolerate interference of any kind. What is essential is a correct political line.

The experience of the international communist movement shows that large parties will inevitably degenerate and collapse if they have an incorrect line and, just as inevitably, small parties develop and win if they have a correct line. It is in the great class battles that the correct line is formed and prevails, through the application of the universal teachings of Marxism-Leninism-Mao Tsetung Thought to the concrete conditions of our different countries.

The experience of the international communist movement also shows that no victory is possible without a struggle against all forms of revisionism, without continual ideological consolidation, without an unwavering two-line struggle waged so that the proletarian line will defeat the bourgeois line.

We are revolutionary proletarian parties, and we must lead the masses to revolution. But the analysis of the international situation shows that the factors for both war and revolution are growing at the same time. The two superpowers, Soviet social-imperialism and U.S. imperialism, are competing, and their rivalry is sharpening and will lead one day to a new world war. Soviet social-imperialism, the imperialism which is on the rise, seeks a new division of the world and has become the greatest source of war internationally.

In this situation, Chairman Mao’s analysis of the three worlds constitutes a major contribution to the theory of the revolutionary proletariat, because it allows us to give a correct answer to our main question: who are our friends and who are our enemies. In this fight, the third world is the decisive force.

Our parties are struggling against the two superpowers. As part of this struggle, in the second world, they seek to unite the peoples and countries of the second world with the peoples and countries of the third world. They struggle for national independence because it is necessary for the socialist revolution. Our fight for national independence does not exclude the struggle for proletarian revolution, but is an integral part of it.

Our party firmly upholds proletarian internationalism. And so we do everything we can to strengthen the ties of friendship and internationalist solidarity, to strengthen the ideological unity and unity of action between the Marxist-Leninist parties and organizations of all countries.

Long live Marxism-Leninism-Mao Tsetung Thought! Long live the international communist movement!
