[2] This is an addition, headed “From Lenin”, to the telegram signed by A. I. Rykov. Rykov reported the difficulties in transporting coal from Donbas because of a shortage of rolling stock and locomotives and the bad state of the railway tracks. He asked that measures should be taken to conclude an agreement with Italian companies for the sale of coal to them at favourable prices.
