[1] This was written on N. M. Knipovich’s letter, setting out a request of the Conseil Permanent International pour l’exploration de la mer for a return, as Russia’s contribution for the budget year of 1914/15, of 14,000 rubles on deposits with the Azov-Don Bank. Knipovich noted the great scientific importance of the Council’s work and said that Russia should not “remain outside this endeavour when international relations were normalised” (Central Party Archives of the Institute of Marxism-Leninism of the C.P.S.U.
