[1] A letter from A. I. Potyaev of September 21, 1921, reported a sharp increase in the fish catch as a result of new forms of wage payments to fishermen. He wrote: “Every fisherman delivers the fish to us at 1913 prices (in gold currency) with sonic adjustments (according to the market) and receives a special order which he realises in our store or shop... We have established a piece-rate scheme for the workers engaged in fishing.... Strict commercial accounting has been introduced both for the goods in the stores and the shops and for fish products.... It is my deep conviction that we shall manage to overcome difficulties and achieve a maximum of productivity only by giving the fisherman, the worker, the employee, direct material incentives in the results of his labour” (Central Party Archives of the Institute of Marxism-Leninism of the C.P.S.U. Central Committee).
