I also fear that we shall spend the whole of our small gold stock on food or on trade, with nothing to show for it. You are responsible for the economies. It is absolutely necessary to improve the condition of the workers and peasants. We must speedily obtain a definite stock of goods from abroad to exchange for grain; this is a political necessity; work on these lines and keep me informed.
