I have read your letter and agree absolutely on almost every point.[1]
You are so right about recruiting the merchants.
I am sending this on to the C.C. members.

[1] In a letter of June 21, 1921, M. V. Rykunov, a member of the Collegium of the People’s Commissariat for Foreign Trade, proposed that more Communists should be enlisted for improving the work of the People’s Commissariat, with two or three practitioners added to the Collegium, that former private exporters should help to organise the marketing of goods abroad, that permission should be given to pay commission fees to workers in trade, etc.
On the letter are Lenin’s underscorings, the word “correct!” under some of Rykunov’s proposals and the note: “From Rykunov. 22/VI. To Comrade Molotov” (Central Party Archives). The letter was retyped and sent to all members of the Orgbureau and the Politbureau of the R.C.P.(B.) Central Committee.
