Yesterday I talked with Smilga. He should be having a talk with you today.
The question of the main features of the state plan, not as an institution but as a plan, cannot be put off.
You now know the tax in kind and other decrees. There is the policy for you. And you make as careful a calculation as possible (taking into account harvests of various sizes) how much this can produce.
Immeasurably still more urgent is fuel. Timber– floating has broken down. The bad harvest resulting from such a spring will thwart deliveries.
Let Ramzin and Co within two days provide me with brief summaries: three figures (wood fuel, coal, oil)
