This is to certify that comrades representing the Danilov Textile Mill visited me on the question of issuing to them a ration in textiles. Since this question has been decided by the Presidium of the Central Executive Committee, which, under the Constitution, stands above the Council of People’s Commissars, neither I, as Chairman of the C.P.C., nor the Council of People’s Commissars have the right to alter this decision.
