1) A short time limit should he set for drafting the instruction.

2) It should be submitted to the Narrow Council, as the circular is badly drafted.

3) A report on the results of taking over churches for schools to be made in 3 months’ time.

[1] This note was apparently written in connection with a sitting of the Narrow Council of People’s Commissars on December 18, 1919, which discussed a request from the Moscow Gubernia Executive Committee for the cancellation of a circular of the People’s Commissariat for Internal Affairs on the use of church buildings for school purposes. The Narrow C.P.C. resolved to reject the request of the Moscow Gubernia Executive Committee, and to direct the People’s Commissariats for Education, Justice and Internal Affairs to draft a relevant instruction and submit it to the Narrow C.P.C. by December 29, 1919.
